It wasn't something that had just been thought up in the last twelve months.Interestingly now, in Japanese schools, they teach that even though they technically lost the war, it was a moral victory for being able to stand up against a military power as big as the US and thus, it's taught as being a victory* on their side.I would also like to add that while the Japanese achieved their tactical goal, their goal was flawed strategically.
Rather, the goal was to decimate the US fleet, so the American navy would be in such a bad position, the Japanese could feel free to do what they wanted in the Pacific, since the US wouldn't be able to launch an effective counter strike anymore. The US declaring war in the Pacific would be a huge problem here.The attack on Pearl Harbor was hoping to knock out the US fleet enough to keep them from entering the war before the Japanese could stick out til the 12th round decision.Bottom line being, the attack on Pearl Harbor was risky as hell, but from the strategic objective of holding off the US it was a push their chips to the table, hail mary, all or nothing idea.Americans had attacked small Japanese fishing boats as a way to aggravate the Japanese to do something stupid so they would have an excuse to join the war.I've read extensively on the the Pacific War and I know of absolutely nothing that comes close to (illegally) attacking fishing boats to provoke the Japanese into war.
